The work must be planned around local floodplain rules, the building’s existing condition, and the structural system that will safely carry it at its new height.
What Base Flood Elevation Means
Base Flood Elevation, usually called BFE, is the water-surface elevation expected during a flood with a 1% chance of occurring in any given year. This event is often called the 100-year flood, but that phrase can be misleading. It does not mean a property will flood only once every 100 years. A home can experience multiple severe floods during the life of the structure.
BFEs are shown on Flood Insurance Rate Maps and supporting flood studies. They are typically measured in feet relative to a recognized vertical datum, not from the ground beneath your house. If a home’s required lowest-floor elevation is 10 feet and the existing finished floor is at 4 feet, raising the structure six feet may be necessary before accounting for local freeboard requirements.
The map zone matters as much as the number. Coastal areas can fall within high-risk zones where wave action, erosion, and open foundations are part of the design conversation. Inland areas may have different requirements, yet still face serious rainfall, drainage, riverine, and storm-surge flooding.
